The Teamsters’ National Pipeline Labor-Management Cooperation Trust (the “Trust”) was established on January 1, 2001 as a tax-exempt trust fund under Section 501(c)(5) of the Internal Revenue Code. Like the Teamsters’ National Pipeline Training Fund, the Trust is jointly administered by the International Brotherhood of Teamsters (“IBT”) and the Pipeline Contractors Association (“PLCA”).
The Trust receives hourly contributions from contractors who are signatory to the Master Agreement between the IBT and the PLCA.
The purpose of the Trust is to provide a vehicle for the PLCA contractors and the IBT to jointly confront and meet the challenges of the pipeline construction industry, including:
- Identifying and expanding work opportunities for PLCA contractor members and IBT members in the pipeline industry.
- Assisting the contractors and the IBT affiliates in working out problems which may impede upcoming jobs in the pipeline industry.
- Ensuring that employees manning the jobs are properly trained in the specialized equipment used in the pipeline industry.
- Assisting IBT travelers and other members working in the industry in obtaining pension and health and welfare benefits to which they are entitled.
- Promoting the union sector of the pipeline industry through public outreach, using news media, industry trade publications, tradeshows, job fairs, advertising and marketing materials.
- Establishing alliances with other organizations and groups to advance mutual interests of the union sector of the pipeline construction industry.
The Trust has six Trustees – three representing the PLCA and three representing the IBT. The Trustees have retained several staff members – the Administrator and the Program Manager. These staff members work closely together to ensure the seamless operation of the Trust and its activities and report to the Board of Trustees.
